Since the Global Environment Facility’s (GEF) Office of the Monitoring and Evaluation (M and E) was made independent and the new Director of M and E Robert van den Berg was appointed, the office of M and E as well as the GEF Council have been keen to increase the effectiveness of the evaluation function. The external independent evaluation of the GEF carried out in 2004-05 on which I served as one of the five members of High Level External Advisory Panel also reinforced this objective. My experience and that of Rema Balasundaram in evaluating global programs and partnerships led the GEF Office of M and E to invite us to conduct this comparative study about interaction between evaluation offices and governing bodies.
