An impressive cluster of U.S. and developing-country authors react to these propositions from diverse points of view rooted in long-term experience with various policy settings, sectors, and Third World regions. The themes examined include: the relationship between "top-down" and "bottom-up" modes of empowering the poor, programs in support of the agricultural and rural poor; the recent, increasingly organized initiatives of the urban poor; women's economic contributions to poverty alleviation; institution-building; strengthening human resources; the relationship between poverty and the environment; the changing role of non-governmental organizations; specific opportunities for effective use of donor assistance for poverty alleviation in the future; and the scope for putting policy-based lending and leverage to work for anti-poverty goals.
